Establishing a demand-side mechanism within the system of economic incentives for activities aimed at environmental protection

This Policy Paper has been developed to support the implementation of the Waste Management Concept for All Types of Waste in the Republic of Kazakhstan for 2026–2030 (Government Resolution (GR) No. 1201 of 31 December 2025) with regard to establishing a legal mechanism for Green Public Procurement (GPP). The document contains the legal rationale and a package of legislative amendments to five legislative acts and the Public Procurement Rules. The amendments provide for the legislative recognition of public procurement as an instrument of environmental policy and the establishment of a cascade verification system for the ‘green’ status of goods, works and services.
