Pakistan’s NDC 3.0, submitted in September 2025, sets an indicative economy-wide target to reduce projected 2035 emissions by up to 50% and strengthens adaptation priorities drawn from the National Adaptation Plan. It explicitly recognises circular economy within integrated solid waste management and contains measures across industry, agriculture, energy, transport, water, forestry, buildings and cities that may offer additional SCP/CE entry points. The central finding is that Pakistan does not need to begin from a blank slate, but neither does NDC 3.0 already provide a cross-sectoral SCP/CE framework.
This Policy Paper was prepared drawing on publicly available sources, including national policy documents, United Nations reports, and international development partner publications. The analysis builds on the framework established under the EU SWITCH-Asia Policy Support Component (PSC) and reflects the South Asian context of Pakistan’s transition toward sustainable development pathways.
