Nepal is committed to accelerating climate action by developing legal and institutional mechanisms to implement the long-term goals as agreed in the Paris Agreement. The country’s commitment to environmental conservation and climate change is clearly stated in its policy documents, such as the 15th Development Plan and the 25-Year Long-Term Vision 2043. The country has further increased its ambition for adaptation and mitigation targets through its Nationally Determined Contributions (NDCs) submitted in 2016 and enhanced in 2020.
This White Paper examines pathways for strengthening the integration of Sustainable Consumption and Production (SCP) into national climate and development policies, with a particular focus on SCP-linked Nationally Determined Contribution (NDC) targets. Building on an initial country assessment undertaken in 2023, the study combines an extensive review of national and international policy literature with stakeholder mapping and consultations. It identifies key policy opportunities, institutional challenges, and enabling conditions for embedding SCP more systematically within future NDCs and supporting a more coherent transition towards low-carbon, resource-efficient and sustainable development.
