
This Country Report was developed under the SWITCH-Asia Policy Support Component (PSC) to assess the enabling factors and policy frameworks necessary for implementing effective Extended Producer Responsibility (EPR) with respect to solid waste management and recycling in Malaysia, with the broader aim of advancing the circular economy (CE). The Report seeks to identify country-specific enablers and barriers for EPR implementation, review existing policy along with institutional and regulatory frameworks, assess market conditions for secondary resource materials (SRM), capture stakeholder perspectives and implementation challenges, and provide actionable policy recommendations for national uptake.
