The report is part of a broader SWITCH-Asia Technical Advisory (TA) project aimed at strengthening SCP and circularity in the building and construction sector across multiple countries. The publication provides an overview of the current state of circularity and sustainability in China’s building and construction sector. It aims to offer practical insights and recommendations to facilitate the transition towards a more circular and sustainable model. By reviewing relevant policies, the report highlights the status quo, key stakeholders, areas for improvement, and actions needed. It also presents examples of practices at different construction stages, showing the diverse solutions and challenges when applying circular economy principles and implementing sustainable consumption and production (SCP) strategies in China. The findings and recommendations are in line with China’s national goals for carbon neutrality and its international commitments, such as the Paris Agreement on Climate Change, the 2030 Agenda for Sustainable Development, and the New Urban Agenda.
