When considering impact, conceptually, two questions emerge: “How does it make a difference?” and “Why does it work?” The SWITCH-Asia Network Facility contributes to answering both questions by initiating research on replication mechanisms the Network Facility provides insights to the question how projects produce an impact and how they achieve long-term environmental respectively socio-economic improvements. By working on an Impact Assessment Framework the Network Facility aims to pave the way for programme-wide indicators to answer the question of whether the overall programme makes a difference.
Good programme results are naturally based on the ability of the SWITCH-Asia projects to create a positive impact on the environment, and therefore it is important for each project to develop and implement a set of impact indicators.

A hair cut can be visualised in an impact chain as you can see above. The graphic puts the boy's assumption that he will feel happier (impact) once his hair is cut (output) into a picture. This impact chain reflects his underlying assumption of his strategy. Assumptions how a project will work, are fundamental when assessing impact.
